It is separate from — and superior to — the standard D-10-T job seeker track. Top-Tier is a full residency status for employed researchers and specialists at top Korean institutions, with the highest income threshold, the shortest path to permanent residency, and a streamlined non-face-to-face application process.

Top-Tier is a special residency category under the Ministry of Justice's advanced talent attraction initiative. It is not a single visa type but a management framework that grants qualifying individuals specific privileges on top of their base visa status (typically E-3 or E-7).
Eligibility — must meet at least one of the following:
Academic qualification track:
• Master's degree or higher from a university ranked in the QS World University Rankings top 100, THE World University Rankings top 100, or US News & World Report Best Global Universities top 100 — in a relevant STEM field
• The ranking is assessed at time of graduation (using the rankings published in the graduation year)
Professional achievement track:
• Recipient of a globally recognized award in a scientific or technical field (e.g. Nobel, Fields Medal, IEEE Medal, equivalent national science awards)
• PhD holder with a significant publication record in a top-tier journal in a strategic field
• Senior researcher or principal scientist at a world-recognized research institution with at least 5 years of post-doctoral experience
Strategic technology fields (abbreviated list):
Semiconductors, AI/machine learning, biotech/pharma, aerospace, clean energy/hydrogen, quantum computing, advanced robotics, next-generation displays, advanced communications (6G+)
Employment requirement: Must have a confirmed employment offer or active employment at a qualifying Korean institution (not a job seeker — that's D-10-T).
The Top-Tier visa has the highest income threshold of any Korean work visa:
Annual income requirement: 3× the prior year's Korean per capita Gross National Income (GNI)
For reference, Korea's per capita GNI in 2024 was approximately KRW 44 million. At 3×, the Top-Tier income threshold is approximately KRW 132 million (approx. USD 100,000+) annually.
2025 figures are updated by the Bank of Korea each year — confirm the current threshold at the time of application.
Income proof is submitted as part of the employment contract or offer letter from the Korean sponsoring institution.
Top-Tier has two sponsorship tracks:
Corporate track:
• Employer: A registered Korean company in a strategic advanced technology industry
• The company must be a qualified employer recognized by the Ministry of Trade, Industry and Energy (MOTIE) or equivalent ministry for the relevant field
• The role must be in research, development, or highly specialized technical function — not management or sales
Research institution track:
• Employer: A government-funded research institute (KAIST, KIST, ETRI, POSTECH, Seoul National University research centers, etc.) or a privately funded research institution with qualifying R&D operations
• Letters of invitation or appointment from the institution's research director or international affairs division are standard
Both tracks use the same application form but submit to different review teams within the Ministry of Justice.
A key benefit of Top-Tier is the non-face-to-face EVISA application process — you do not need to appear at a Korean embassy or immigration office in person for the initial visa.
Process:
Required documents:
• Passport + passport photo
• Employment contract or offer letter from the Korean institution (must show income meeting 3× GNI threshold)
• Degree certificate from a qualifying top-100 university — official transcript + proof of the university's ranking in the relevant year
• CV with publication list, patents, or award documentation
• Employer's support letter confirming the strategic technology field and role
Top-Tier status confers the following privileges beyond standard work visa holders:
F-2-7 without K-Point test: Top-Tier holders are exempt from the standard K-Point scoring test for F-2-7 long-term residency. They can apply for F-2-7 after meeting the minimum residence period without calculating points.
Expedited immigration processing: Priority queue at immigration offices for renewals and status changes.
Regional visa support: Top-Tier holders are eligible for the enhanced support package under the 광역형 (metropolitan) visa pilot, including housing assistance and family integration support in participating cities.
Family accompaniment: Spouse and children receive (dependent companion) status. The spouse of a Top-Tier holder may apply for their own employment authorization more easily than standard F-3 dependents.
F-5 pathway: Top-Tier → F-2-7 (without points test) → permanent residency. The minimum qualifying period for F-5 via this route is shorter than the standard 5-year worker path.
The QS/THE/US News ranking is assessed at the time of your graduation — not the current ranking. If your university ranked top-100 when you graduated but has since dropped, you still qualify.
The income requirement of 3× GNI is strict — confirm the exact current figure before applying. The Bank of Korea publishes the GNI per capita figure annually.
The EVISA non-face-to-face process is the biggest practical advantage — work with your employer's HR/legal team to prepare the online application correctly.
Top-Tier is not the same as D-10-T. D-10-T is for job seekers looking for employment. Top-Tier is for already-employed specialists at qualifying institutions.
