The F-4 visa is for foreign nationals of Korean descent (외국국적동포) who acquired foreign citizenship. It grants broad residence rights in Korea without an employer sponsor. F-4 holders can generally work in most professional and skilled fields but are prohibited from certain unskilled labor and entertainment/adult industry jobs.
Foreign nationals of Korean descent (재외동포) who have a Korean family register (호적) entry showing Korean ancestry. This includes Koreans who gave up Korean citizenship after emigrating, their children, and their grandchildren.

Must NOT have repatriated Korean nationality (Korean citizens cannot hold F-4)
Qualification criteria for China/CIS-region ethnic Koreans: domestic or foreign university graduate OR age 60+; OR KIIP Stage 2+ completion; OR company representative; OR holder of government-recognized professional license; OR Korean high school graduate; OR elderly/nursing care certificate holder
For other overseas Koreans (US, Canada, etc.): foreign citizenship of Korean descent is generally sufficient
Cannot engage in: simple unskilled labor (단순노무), entertainment business restricted areas, certain prohibited industries per MOJ regulations
Family members: as of January 2025, the spouse and minor children of an F-4 holder can apply for a 1-year valid multiple-entry F-3-19 (동반) companion visa — they need a copy of the F-4 holder's domestic residency card (국내거소신고증) and family relationship documents

Apply at the Korean consulate or in-country
Apply at the Korean embassy in your country or at an immigration office in Korea if you are already here. Applications can also be submitted online through the Hi Korea portal.
Receive your F-4 visa or ARC
Once approved, you will receive either a visa (if applying overseas) or an updated ARC (if changing status in Korea).
