What is F-4-R?
F-4-R is the overseas-Korean (동포) track of the 지역특화형 비자 program: a foreign-national ethnic Korean recommended by a local government to settle in a population-declining region. Three applicant profiles qualify with a local-government recommendation — (1) an 기존 거주자 (existing resident) who moved to the area before it was designated and has already lived there 2+ years; (2) a 국내 전입자 (domestic relocator) under a stated age ceiling moving from elsewhere in Korea together with family (spouse/children); (3) a 해외 전입자 (overseas relocator) under the same age ceiling moving from abroad together with family. An existing 재외동포(F-4) holder can also convert their sub-code straight to F-4-R with a local recommendation plus 2+ years' residence, without needing to requalify from scratch.
