E-9 EPS Returning Worker Program — How to Re-enter Korea After a Clean Departure

The returning worker incentive is a special provision under the EPS system that allows eligible foreign workers to bypass the standard EPS lottery system and apply for re-entry to Korea on a priority basis. It was created to:

1. Reward workers who completed their contract cleanly and departed on time
2. Give Korean employers access to experienced workers they already know
3. Reduce training costs by re-hiring proven workers

Eligible workers receive priority in the EPS selection process and may re-enter Korea for a new work term without going through the standard HRD Korea computer skills test (특별한국어시험 면제 in some cases).

To qualify for the returning worker incentive, all of the following must be true:

• Completed at least one full E-9 work term in Korea (minimum 1 year with the same employer)

• Departed Korea voluntarily and on time at the end of your contract — no overstay, even by a single day

• No immigration violations during your previous stay (no illegal employment, no violations of E-9 sector or employer restrictions)

• No criminal record in Korea

• Employer consent: your previous Korean employer or a new employer must request your re-entry through the HRD Korea system

Additional advantage: workers who were employed at the same employer for the entire contract period and received a positive employer evaluation receive the highest re-entry priority.

E-9 (EPS) is only available for nationals of the 16 countries that have signed a Memorandum of Understanding (MOU) with Korea under the EPS framework:

Asia: Nepal, East Timor, Myanmar, Bangladesh, Vietnam, Thailand, Sri Lanka, Indonesia, Cambodia, Philippines, Mongolia, Kyrgyzstan, Pakistan, Laos, Uzbekistan

Outside Asia: (none currently — all 16 are Asian countries)

If your nationality is not on this list, you cannot get an visa. Workers from non-EPS countries seeking unskilled/semi-skilled work would need (if ethnic Korean) or qualify for E-7/E-8 in specific circumstances.

The process is employer-driven, not individual-applicant-driven:

1. Your previous employer (or new employer) registers a request with HRD Korea — they indicate they want to hire you specifically as a returning worker
2. HRD Korea verifies your eligibility — your immigration departure record, violation history, and employer evaluation are checked
3. You receive notification in your home country through the EPS managing agency in your country (BP2MI for Indonesia, DOE for Thailand, MoL for Myanmar, etc.)
4. Apply at the Korean embassy in your country with the EPS documentation package
5. Attend any required orientation (may be shorter or waived for returning workers)
6. Enter Korea and begin work

The entire re-entry process for eligible returning workers is typically faster than the standard EPS placement process.

Under the EPS system, workers can stay in Korea for:

• Initial term: up to 3 years

• Extension: up to 1 year 10 months (5 months short of the 5-year mark)

• After returning to home country for 6 months or more: eligible for a new 3-year term

Long-term EPS workers with 4+ years may be eligible to apply for E-7-4 (숙련기능인력) status — the skilled workforce pathway that allows more permanent residence.
