What is a 행정사 (haengjeongsa)?

A 행정사 is a licensed Korean administrative attorney — a government-regulated profession under the Administrative Agent Act (행정사법). They are authorised to prepare, submit, and represent clients in applications to Korean government agencies, including the Korea Immigration Service (KIS) and Ministry of Justice (MOJ).

In Korean immigration, 행정사 are the primary licensed professionals for visa and residence permit work. They are distinct from lawyers (변호사), who handle court proceedings but are not specialised in immigration administration. For most visa applications, a 행정사 with immigration experience is exactly what you need.

Licenses are issued after passing the national 행정사 examination and are registered with the Korean Bar Association (대한행정사회). Practicing without a license is illegal under Korean law.
