The Korea Immigration Service (KIS) is the operational immigration agency under Korea's Ministry of Justice. It manages ARC registration, visa extensions and changes, enforcement, and operates the HiKorea online portal.
The Korea Immigration Service (출입국·외국인정책본부) operates 18 regional immigration offices across South Korea plus the HiKorea online portal. These offices handle all in-person immigration matters for foreigners residing in Korea: initial ARC registration, renewals, status changes, re-entry permits, and voluntary departure. Immigration officers have broad authority to approve or deny applications and to conduct compliance checks on employers who hire foreign workers. The KIS also manages the EPS (Employment Permit System) for E-9 visa workers in coordination with the Ministry of Employment and Labor. For foreigners who believe an immigration decision was incorrect, an administrative review or appeal can be filed with the KIS, and further administrative litigation is handled through the courts.
Knowing your local KIS immigration office — its address, operating hours, and appointment system — is essential for every long-term foreigner in Korea. Some offices are severely understaffed and walk-in wait times can exceed 3–4 hours. Booking appointments through HiKorea in advance is strongly recommended. For complex applications, having an immigration lawyer or registered certified immigration consultant (행정사) file on your behalf can reduce errors and processing delays.
